Cost-Benefit Analysis (CBA)

An appraisal that compares all the costs and benefits of an option in monetary terms, including external ones, to decide whether society is better off with it. Where LCC asks “what does this cost over its life?”, CBA asks “is it worth it, all things considered?” — which requires monetary valuation of benefits such as water security that have no market price.
